When all components are original...the high cluster can be programmed to have the OBC features appear in the cluster's display. You can program specific ones that you want...or all of them. The main display for the OBC is the MID or the Nav screen. So when either of those components are no longer installed...you lose the ability to set/reset/start/stop/adjust any OBC features.
Again, as long as you have power...what ever OBC features were programmed to appear in the cluster's 20 digit alpha/numeric display can still be called up for viewing...but you will not be able to change anything or adjust anything (like if the clock is programmed to appear there). And once power is disconnected long enough for memory to be forgotten...the OBC features programmed to appear in the instrument cluster will be gone for good.

Are you referencing the scroll through stalk functions as delivered from the factory?
