A used windows xp laptop can be brought for as low as 40 bucks. I would buy a bluetooth scanner and get the app Torque Pro.

What you don't have any android devices? A cheap android smartphone with bluetooth capability can be brought use for under 40 bucks. You can get the free version of the app Torque, but the pro version is just $4.99.
