Upgraded from what to what?

The IKE has specific data coded to it based on the cars ZKE/ZCS coding. If your fuel gauge isn't registering correctly...then try an IKE reset (TEST 21). This starts a new baseline for a full tank and the data each fuel level sendor sends to the IKE.

If you install new fuel level sensors...you need to do a reset (OBC TEST 21)...since you installed a new cluster (we don't know what it came from)...perhaps a reset will correct whatever error the IKE is receiving...especially if it came from something other than an e53.

I then ran NR 06 and the dash displayed this:
TNK: 46.8/17.9/64.7L
TNKANZ: 64.8L Phase 1
Is anyone able to interpret this
The 1st screen in TEST 6 in your quote reveals the data from:
the left fuel level sensor/the right fuel level sensors/and the approx total amount of fuel in the tank
Unlike it's generational cousins, the e53 doesn not have an equally bifurcated fuel tank...the left side (driver's side is larger than the right side). On the sedans (e38/e39/e46) the fuel tank's left & right sides would show approx equal values on a full tank.

The 2nd screen in TEST 6 reveals the:
approx amount of fuel left in the tank & either Phase 1, 2, or 3
Phase 1 = both fuel sensors are sending data and are OK
Phase 2 = fuel calculation in progress...the data signal may be faulted
Phase 3 = fuel tank contents can't be computed, fuel gauge reads "0", one or more sensors may be faulted
