Here's a link to the online BMW TIS website...it's a "pre-search" using the phrase "steering column adjustment". You can see near the top that there are links to DIYs for the column adjusters:

From one of the online part databases...you can see what each adjuster does by the info in the part nbr index found below the diagram (on the site) :
#8 = vertical
#9 = horizontal

Fuse index found in the glovebox (of my 06) only lists 1 fuse for steering column adjustment...check yours in case there are slight differences for the 03:
