I tried to measure resistance at the 6 pins on the pedal and the resistance stayed the same. I think I'm gonna replace the gas pedal.

The resistance value between pins 1 & 5 and also 2 & 3 will remain constant no mater the pedal position, but the resistance should vary when measuring between: -
Pins 1 & 4
Pins 4 & 5
Pins 2 & 6
Pins 3 & 6
