Had the same behavior going over Centennial, Wolf Creek, and Raton pass. At the time I thought that it was strange the reduced power error happened only when accelerating and going up a hill (mountain pass) and would clear after the stop/shutdown/open door/restart. The troubleshooting led me to a failed vacuum controller.
