The video @wpoll posted above (heating a paper clip red hot with hope to create 2 small grooves) did not work for me. What worked: I used the smallest flat jewelers screwdriver, insert at let's say 12 o'clock twist it a couple times. Then 6 o'clock and twist it again.
The idea is to create tiny grooves, just enough to slide the bulb out.
Now my instrument message "Check side lights" that I have ignored for the last 7 years, is now gone.

Why don't you just melt or grind out those plastic tabs on both sides. Then pull the connector / bulb holder apart from lens and change the bulb easily.
