If you have a high spec. cluser and/or an MID unit in the dash, you can pull up the actual speed the ABS and DME are reading/using. The speedo dial "speed" is derived from this value, with an offset.

If the digital display is correct and the issue only with the speedo dial iteslef, it could be a capacitor fault orstepper motor issue in the cluster.
