No the dipstick 'tube' has an extra hole above the oil level line so that if the CCV freezes it doesn't suck the oil out of the crankcase. The hole ruins the vacuum break for the oil separator though.
You can put the hole in the dipstick tube yourself and I think someone on here has done that.
