Sounds the same as RDS-TMC - Traffic Message Channel - available in Europe for the last few years.

We pay extra for TMC compatible discs as they include a TMC End User licence. In the UK the RDS_TMC data is carried by Classic FM, national VHF FM radio network, so as long as you can receive Classic FM you get you TMC data.

I think in Europe it was only available in UK, France and Germany although the network and availability may be increasing
