DId you buy your X5 used? If so, it is possible that the bumper has been repainted and that is the cause of the flaking. Normally, there is a flex agent added to the paint so that it will flex with the plastic should it bend. The flaking could be from the lack of that flex agent or lack of proper surface prep when the bumper was repainted.
