Bumper Repaint

My wife (parking) back into a truck with sharp metal brackets sticking out.

The paint just flaked off the bumper like it was applied wrong?

Any suggestions on were I should get it fixed in the NYC Metro area?

do you have any pictures? are they just minor..because they sell those touch-up paints from the bmw dealerships

Don't think toch-up paint will work or hold-up.

Is it normal for the paint to flank off?

Not sure what your comment is all about but let's move on shall we?

DId you buy your X5 used? If so, it is possible that the bumper has been repainted and that is the cause of the flaking. Normally, there is a flex agent added to the paint so that it will flex with the plastic should it bend. The flaking could be from the lack of that flex agent or lack of proper surface prep when the bumper was repainted.
