I can only suggest to try again.
Use NavCoder and select 2 x languages that are not currently lodaed (either correctly or incorrectly)
Once you have a correct loading of OS + languages, then try to change the languages.
If you change languages but not OS version, the nav unit will just load the language files, it won't change the OS.
Keep trying...
