It could be many things: Hard drive, mother board, CPU, failing video card, etc....
The first thing to do is to identify if it is the motherboard and or CPU. Try to access the BIOS. On a lot of desktop computers the BIOS can be accessed by pressing the delete button while powering on the computer. If you can get into the BIOS then your motherboard and CPU are ok.
