Only because you haven't switched on the map view. The nav can show a map. Press the right-hand knob, select 'route guidance' or 'map view' (I forget the name)

Sure, but 2008-1 is the map disc, not the operating system software. Using a new map disc is like purchasing this years paper map: it will be more up-to-date than last years map
Your nav operating system software is version 4-1/20 released in 2003
Current valid nav version is v4-1/(1)0.0 released March 2008 (displayed as 4-1/00, because the leading '1' cannot be shown). This is 8 versions newer.
It is extremely easy to download the new software, burn a CD, insert the CD and update the current software to the latest version.
You will get new features, and have lots of bugs fixed.
The new version 4-1/00 is available on the OS disc V31, which can be found on the internet for download.

If you burnt the disc correctly (no errors) then it will be fine. Insert and follow the onscreen instructions. Only rule: make sure your battery is nicely charged and won't go flat, and NEVER turn off the ignition during an update.

Quite likely because you have such an old OS currently loaded. Try again when the new OS is loaded.
