I didn't think of that, but I agree with Vig...
why get a scooter with small tires, so-so brakes, strange
rake & trail steering angles, etc., when that $2G budget
puts a plethora of real motorcycle picks in your friend's
target?!

I realize m'cycles of any size are inherently much faster
require an MC license, different insurance possibly, etc.
A scooter may be better suited for zipping around at lower
speeds in traffic or a grocery run, but I'd take any real
m'cycle over any scooter for almost any riding situ(s).
