Looks like you established that in fact you do have a TCU/ULF installed since you can dial out and can hear connection through car speakers.
If you hold down "Talking Man" button and did not get the Voice Recognition "beep" then your TCU may not be VR capable. Seems a lot of TCUs made in 2004 did not have VR see list
here.
Here is what I would check, from simplest to more complex (expensive).
1. Try deleting paired phones and then repairing.
2. Take mic out (confirm there is one under plastic cover) and check plug, if it is the older mic you probably want to put in the newer mic, make sure arrow points toward front of car.
3. Check for SES jumper plug, I discovered a wiring issue when tracing wires through Jumper Plug. Remote possiblity that there is a wiring issue.
4. TCU is bad
