I figured it out. What happen was the scan tool's data cable had a power plug on it for a cigarett lighter and I wasnt thinking and pluged it in to the lighter and when I did the power coming from the obdII port arced on the bezel of the lighter and blew the fuse for the OBII power and other devices. The reason that it would work when the tool was hooked up was that I was still pluging in the lighter plug and powering the curcit from the back side. Thanks for the Help this site is the best.
