That is typically caused by heavy acceleration. During full throttle acceration, the motor burns oil (most cars I've seen do this not just BMW's). Those stains are the result of the burnt oil coming out of the tailpipe and covering the bumper. It can easily be washed off, but that would be my guess as to what is occuring
