Eventually, the issue was resolved when I temporarily moved back in with my parents for a few weeks. Basically I beat the snot out of it after it had warmed up and the OBD monitors were ready by the time I drove to the dealership. The service advisor admitted that the emissions control system on the diesels are finicky- he had another customer drive over 3.000mls and even then it wasn't ready for testing. The Drive Cycle doesn't always work either.
Whatever. Just redline the sucker about a dozen times and do some aggressive driving where traffic conditions permit. I did full-on acceleration from 0-130km/h once and then did multiple acceleration runs from 60-120km/h keeping revs above 3000rpm.
