Could also be something failing with your clock spring. Imagine if the ribbon cable within the clock spring got bound up for some reason while turning.

Also the clock spring is two plastic circular pieces sandwiched together with one side staying stationary and the other side turning with the steering wheel. If those two pieces got caught up on each other while turning, they could cause for a momentary blockage in the ability to turn.
