Here's the deal, the "rain sensor" feature is
speed activated as well as
moisture activated. So if you were parked, that would explain why they wiped twice and stopped. I believe this is a safety feature, so that if you take your car to a drive through car wash, the wipers won't continue to wipe while going through the wash. Once the car starts to move again after being stopped, the wipers should begin to wipe again. This happens to me when it's raining and I stop at a light. I think what you are describing is normal.
