Wipers messed!

hey guys a i had on the Rain sensor while I was wating for the ferry to arrive( it was dark out, raining hard, and inside was all fogged up)
Now the rain sensor works for about 2 wipes, then doesnt work at all
and the most annoying thing is the wipers SIT ABOUT 2-3 INCHES "UP" from regular off position!

when i put on highest speed, works fine
when i put on normal speed, works fine
rain sensor...described above
OFF position, both blades SIT ABOUT 2-3 INCHES "UP" from regular position
rear works
and windsheild washer works

Whats wrong with it!?
its a 2001 with its OEM glass

Here's the deal, the "rain sensor" feature is speed activated as well as moisture activated. So if you were parked, that would explain why they wiped twice and stopped. I believe this is a safety feature, so that if you take your car to a drive through car wash, the wipers won't continue to wipe while going through the wash. Once the car starts to move again after being stopped, the wipers should begin to wipe again. This happens to me when it's raining and I stop at a light. I think what you are describing is normal.
