TIS says you don't have to completely remove the fender, but you have to unbolt at bottom and trailing edge (door jamb) to be able to pull the bottom of the fender out (fenders are plastic, so should not damage fender) far enough to make adequate clearance to remove the fluid reservoir. Of course there are all the steps necessary to be able to pull the lower fender out like removing wheel arch, rocker trim, etc. What a pain for sure.
