I never did get it working in the end, but ended up buying a couple of working TCU units to try.

I am not giving up yet...

PAsoft 1.4.0 confirm the Bluetooth is there with pass key and "turn on". I did also try to paired with via PAsoft but did not work as well. My guess is that I might be missing the Bluetooth antenna
