Need help to save my Jet black hood

This afternoon after i washed my car, since weather was great i decided to wax my car. Cut the long story short. After i took the wax off I see BAD i mean BAD swirl marks all over my hood. so I check teh pad i used to wax my car, YUP there were tiny rocks stuck on it. Therefore I went to auto parts store got a swirl/scratch remover, work with it for over a hour it did not help at all. that's the reason i am here asking for help.

I have Jet black M3

Is there anything store bought and take off bad scratch or swirl marks?

Will store bought clay bar be able to take it off?

I do not have any power waxer so.....
