if you can get pictures that would be great, have these powder coated wheels been cleared coated?

have you completely rinsed the wheels off?

no clear coat and they were completely rinsed and i cleaned them again with soap and water.

that's probably why... anything without a clear coat will usually dull out.

your best bet is to continue with soap and water.
