clean rusted rotor hats?

total noob mistake! I did my first brake job and went smooth as ice... thanks DIY guys! Although it looks like I managed to save a buck and not realize it by getting untreated/unpainted rotors or whatever. Needless to say, they are looking pretty crappy now as they've rusted. I'm do to kick off a 2nd brake job on my wife's 330 so I figure I probably should avoid the same mistake and then fix my X5's mistake.

So, 1st question is what's the best way to clean the rotor and paint? Will brake cleaner and a bit of steel wool do the trick?

2nd is the paint. I'm guessing just 1500 degree paint is what does the trick? Mask off the rotor itself to minimize the overspray and give it a couple of coats?
