Are these matte black BMW's coming like that from the factory or are people buying $100,000+ cars and stripping the paint, re-priming them, and repainting them in this finish?

I am quite certain that they are not from the factory, but people do not paint the cars here. They use Vinyl/foil to wrap the car in a different color. Many people (myself included) have their cars wrapped for a change in color, a design, or for the matte, carbon fiber, or chrome/gold look. They also have the multi-color vinyl which is like a rainbow or a different color at every angle.

The quality of the matte vinyl is very good here, and it does not get scratched, discolored, or ruined very easily. It also looks very nice IMO.

What does it do to the paint afterward and how long can it remain on? Won't it bake like hell in the sun?

As long as the paint has no scratches before putting it on, when you remove it the paint is exactly the same as it was before. You can keep it on for as long as you want, or until it gets damaged. As far as I know, it might get hot in the sun but thats about it.
