I could not drive that simply because it screams I am an asshole. But it does look sort of cool i guess. I wonder what it would look like in a black tinted chrome? I bet wayyy better and just the right touch of subtle/crazy.

hey man, I'm from RUS!
if there's is one idiot who likes to stand out from the crowd, it doesn't mean anything. this guy is a very well known street race organizer in the capital and he CAN do whatever he likes - even ruin a perfect car
let's not take it further cause I can post hundreds of REALLY bad imho cars with chrome accessories and other blings from the US&A, which look much worse than the subject here.
