Have anyone seen or hear of anything like this..??

Yes, you have found the Asawadude Stage 1 performance kit good for 25 HP.

For a few a few dollars more you can upgrade to the Asawadude Stage 2 performance kit orderable through eBay:

I think most of these "chips" just messes with your air/fuel ratio. It tricks your ECU into thinking there is more air so it will inject more fuel.
