In poor weather, you should have low beams on. I noticed this was a problem in Canada, where it was snowing at a decent clip. Although all Canadian vehicles have DRLs on, the drivers neglected to turn on their taillights. It's great that people in front of you can see that you are coming. But the people behind you don't know you're there!
