voice activation

i am new to the world of BMW and now have an 07 X3 (uk), it has a bluetooth module but without a sat nav unit or assist, can the voice control for telephone be used, i have the button on the steering wheel but when pressed there is no beep and no voice prompt, i have also made up the simple ibus interface and used the navcoder software and whilst the computer can monitor the ibus, when i try and interrogate the bluetooth it errors saying that it is either not present or not switched on. can any one assist in this dilemma
the ulf unit is 8410-9145007-02 rev 13
