Steering wheel stutters when turning while stopped

Hello, my 2003 3.0i with sport package , stutters as though the rotors are warped , while stopped! When parked and I rotate the steering wheel I feel a slight jiggle or pulsation in the wheel while turning it.
Fluid is all topped up, (and more importantly CLEAN!!)
So I wonder, before it start looking to throw parts at the problem, if anyone else experienced this?? She has about 220k km (130k mi) and there are no visible leaks on the steering components , pump hoses or rack! Any thoughts??
Thanx!

Did you change the reservoir out when you did the fluid change? Filter is in the reservoir and it may be clogged...

Worn bushings can cause this.

The bushing deflects until compression threshold exceeds contact patch grip, shutter is felt in steering wheel.

OE bushings in the X?

I had this issue with worn OE bushings, swapped in Powerflex, issue gone.

Those OE soft rubber with air gap bushings sucks. Sticky, low void, extreme summer compound tires made it worse.

Interesting idea. Would feeling (one hand on the rim) each of the front wheels while someone turns the steering wheel confirm that this is the problem? It sounds like if your theory is correct, the wheels would move with sudden small jumps when the weird feeling at the steering wheel happens. Right?

thanx, i didnt change out the reservior, i dont know that filter in there was ever changed!!! , I dont know what sort of condition the power steering pump itself is in, but i think it may be the final culprit!
my front end bushes are all reasonably new and i used Meyle HD and Loemforder for the rebuild, interesting theory about tires moving in small jumps as the compression threshold is met etc. I tried to test this , by using a smooth plastic food trays under my tires (throwback from my front wheel drive drifting days!!) and had similar jerking motions. I am noticing very small pulsations, not anything that even moves the steering wheel a great deal. As i dig into the issue, i suspect its the power steering pump itself, as the pulses are correlated to engine rpm (each rotation of the pump at idle produces a bump feeling.) at higher rpm the pulses just blend into one motion and therefore arent felt! Looks like a new power steering pump is in my near future!

The filter in the reservoir has a unique feature in order to change it. You have to put in a new reservoir...the filter is integral to the reservoir. Fortunately, they aren't expensive.
