The upper one appears to be the OE trailer hitch. The lower one appears to be a lower aftermarket one welded up to resolve a lower hitch set up. Some one did not have access to a drop hitch to make the offset workable.

Covers: any 2.5 inch hitch plug will work see amazon for many examples

No offence, but how are you driving a vehicle and not knowing what a hitch looks like??

I was not going to go there as I believe English is not his first language. So I gave him the benefit of doubt.

If you are not using the hitch, why don't you take them off. Perhaps sell the top one if it's an original BMW hitch. I thought in Europe they had the hidden hitch.

It looks more like an aftermarket hitch with the lower bracket to act as a brace.

It looks very "home brew". If not going to use, remove and install the cover for the bumper. It's bizarre to see double but I have seen used to tow trailer and hold bike rack at the same time

Neither one looks like OE hitch.
