Youtube: bmw key initialization. Very simple procedure to pair the key with the car again.

Most likely a failed actuator.

When there's an issue with the central locking system (like non working actuators or blown fuses, etc)...the remote operation usually shuts down...and attempts to reinitialize the keys won't do anything if there's still an issue in the system.

Good to know, I tried to resync key didn't work. I think if it shuts down remote passenger rear actuator is the problem.
I hope I don't need to open the key up and try to replace a battery.

Have you tried initiating the PANIC MODE? If not, see the instructions below. If the alarm goes off...then the key is sending a signal...thus the battery is working...and its probably a 99% chance that nothing is wrong with your key...and the issue is probably on the car's side of things.

The DWA (alarm system) & FZV (central locking system) both use the battery inside the key to send the 315 MHz RF signal to the vehicle. Since they share this signal...you can use the DWA system to check if the battery inside the key is working, too.

Initiating Panic Mode:
  • lock vehicle (manually in the driver's door lock cylinder or by pressing the remote button)
  • make sure DWA status LED is flashing normally
  • WAIT 30 SECONDS (it take 30 seconds for the interior motion & tilt sensors to arm after locking the car)
  • then initiate PANIC MODE (it only activates if the DWA system has been initiated)

Another thing to check is the DWA (anti-theft alarm siren system) red status LED (the clown nose below the interior rear view mirror). The FZV & DWA systems (central locking & anti-theft alarm siren systems) share some components (the doors)...so if one of them is remaining open...the DWA red status LED should blink fast for 10 seconds when you lock the car with the remote (which isn't working right now) or manually from the exterior driver's door lock:

I recently had an issue with my Gen III module, where the door lock system didn't function, (as well as window wipers )
Just another possibility!
good luck
