Both Front Doors won't lock/unlock with Remote

I just bought this BMW X5 2003, and it didn't come with a master key, came with a buton-less key. which I had to manually lock the front doors by hand.

Previous owner said if I order a master key, it will be solved, today I ordered Master key from the dealer and they programmed it, but still both Front doors wont be locked by the remote.. the remote only locks/unlocks the rear doors. ( same with Lock button in the center console next to the emergency flasher)

Some forum search suggest lock actuator problem, but
I find it hard to believe that both lock actuators go bad at the same time .... could it be the previous owner unplugged the lock actuators ?
what do you guys think ?
