start with taking the belts off, spin the idler pulleys and see if there is any noise, or roughness. if so, replace, if not, start with changing just the belts.
that's my humble opinion!

FYI: good pulleys will have some resistance while spinning and will not spin freely.
They are not that expensive so I would replace them too, instead of doing the job again later. INA is the OE manufacturer.
