Most US retail tire chains will not install tires that have a lower speed rating then vehicle top speed.
Thank the "I'm not responsible for my own actions" attitude of US inhabitants who file lawsuits for their own reckless actions. Corp Liability Lawyers drive this "no lower speed rating tires installed" policy. Some here are posting how they would never drive that fast on snows, what about valets/family members/friends/repair techs. Just because YOU wouldn't do it is NO indication that the vehicle will never do it (with another driver).

I imagine tire shop could put "do not drive over XXX mph" right above "re-torque lug nuts after XXX miles"
