Can't seat the locking ring on fuel pump, what's the trick?

Be sure that the O-ring is properly installed / seated on the fuel tank before installing the fuel pump assembly. Once the fuel pump is seated, the locking ring takes little to no pressure to screw on. Give it a couple of taps with a flat head and mallet to tighten the collar.

Thank-you, I did not have it lipped around the mounting ring, if the ring is mounted correctly you don't even have to hold it down.

Wrong order will make it impossible. They come off during disassembly hinting they should go on the pump assembly then install. That will not work as you've seen.
