Ok, I think I found the issue, it is not the alternator, v belt, or grounds. Terminal 15 is reporting about .5 Volts less than what the battery has.

Now I'm chasing what in the middle can cause the voltage drop. Trying to find a diagram to check further. At least I now have a clue.
