I wouldn't say "easy", but I did it in my garage with basic hand tools. You can also just pull the master cylinder up and out of the way instead of disconnecting it.

Dash does not have to come out, and yes, I lost all power brakes.

Only at low speeds though?? As faster you go builds up vacum Yes??

Speed didn't matter, I'd get one good stop and then I'd lose all vacuum. It would build back up, but then I'd lose it all over again.
