Thanks guys. I know I should be more astute and read my owners manual. I did know from research that the rear blower has it's own FSU, and I believe based on what I have seen thus far that the blower motor is the problem.
Lately, time is the one thing I don't have, so it will go to the shop for this repair.

I understand how hard time can be to come by, this repair if you already have the blower motor on hand takes roughly 3.5-4 Hours to do a full tear down.
If you have a power drill with an extension and take pictures at each step you could probably knock it down in a little less time. *DISCONNECT BATTERY BEFORE HAND The only issue I had was removing the steering wheel because one of my pick tools broke.. hurrah snap-on "quality" Removal of the A Pillar Covers... Removal of the glove box... Removal of the Radio... Removal of the AC Head Unit... Removal of the gear shift nob... Removal of the center console guts... Removal of the center console... Dozens of screws later.... Removal of the passenger side airbag... Removal of the driver airbag... Removal of steering wheel... (Also make sure the steering wheel column is all the way down before you disconnect the battery.) Dash Removal... Removal of the Cover of blower motor... My blower motor fan actually got off balance and exploded all over the container, so after removal of the tiny bits I was able to toss it all back together. A foot note.. my steering wheel ended up being about 25 degrees to the left... don't make my mistake. Lol.

Had the shop look at my blower motor today. The shop owner is a BMW guy, and in investigating the problem worked back to checking continuity in the motor, finding continuity. He then applied 12v directly to the motor and it spooled up just fine. After plugging everything back in, the blower seems to be fully operational. His working theory is there may have been a dead spot in the armature. Repeated stops and starts are working, so we'll go with that for now.
