2002 x5 brake lights intermittent flickering.

I started my x5 the other day to warm it up, when I returned to get in it all the brake lights were flickering. The problem went away somewhere on the drive to work. But has returned a few times since. When I'm experiencing this problem I cannot get the brake lights to turn on from pushing the pedal. I once noticed they were stuck on even though I wasn't pushing the pedal, but only for a brief moment. Any ideas on where to start with this issue?
