Headlight hi-beam question?

My '04 X5 3.0 has factory Xenon's, I understand how the hi-low beam shutter within them works and my Low and Hi beam Xenon's work fine.

My question is the Halogen Hi Beams, are they supposed to come on when you put the Hi Beams on?? Mine don't and I dont know if this is normal or not. I don't use DRL and the halogens do light on flash to pass (or if i hold flash to pass running low beams).
It seems to be a waste to not have these come on in Hi beam mode.

If this is Normal, is there a way to get them to come on in Hi Beam mode for added light, I live in the country.

There was another thread regarding this, it seems that here in the states the halogens are only used for flashing when passing. I think it was the UK where they turn on with the hi-beams as well. A quick search should pull it up.
