The biggest problem I had was when I had not yet changed the COM port settings on the COM-USB interface (or whatever).
Rt click in the Windows device manager on the Serial-USB connector (or whatever the device is called as recognized when Windows 'sees' the cable and the OBD interface).
Choose properties. Then Advanced. In the COM port settings, change it from COM3 (or whatever it defaults to) to COM1. You may get an error message that says COM1 is already being used by another device and blah blah blah.
Choose OK or shutty, or whatever is needed to confirm you want it on COM1.
Once you've told Windows that this OBD Serial to USB connector is on the COM port that the programs using it expect to see it on, you should see confirmed connectivity.
Oh, and BTW- I didn't do a really good job of providing specifics here. Sorry ab that. But if this is a rabbit hole you wanna go down and you think it's a basic Windows issue (as I do), the solution is really easy with good instructions. If you'd like, I will lift the instructions and do better next time.
But if my read that the app won't see the interface is correct, I think this is a (relatively) simple Windows setting issue. Also, it's only simple cause I screwed the pooch like 2200 times.
