On the passenger side, there is a black upper hatch plastic panel tab. Pull it off. It has a plastic string attached. Pull it. The upper lid will open.

When my GMIII had issues, I tied a string to the plastic panel. To open the hatch, I would pull on the string. I hung it over the rear seat for a while. Since replacing the GM, it's been working great.
Another option, use a battery booster pack on the engine bay terminals. It can supply power to use the console button. It's how I open X5s at recycling centers.
