Question about hose in engine bay

Hi guys, my 02 x5 3.0 is idling rough. Wasn't sure what to do, so I looked in the engine bay to see if anything looked unusual or out of place and noticed this hose (see attached image). The hard piping attaches to the soft hose through some kind of black plastic coupler. It looked loose, so I tried to tighten it by pushing down the black inner coupler. Doing so cause the piping to come out, along with some gasoline.

A couple of questions:

- how exactly does the solid piping attach to the softer hose? I can snap in the solid piping into the flex hose, and it seems like it has a solid connection. What concerns me is that the black coupler just kind of floats around. In order to get the solid hose out, I need to push down on the black plastic coupler.

- if this line was loose, could this be the cause of the rough idle?

Any help would be greatly appreciated. The last thing I want to do is drive the car with a loose gas line and have it spill on my engine bay causing a fire
