Yes, you should probably have replaced it already when you changed the air pump.
Does the noise change with electrical load?? lights, htr fan, def on/off ?

I can confirm I can rev the engine around 1.5 rpm and I will get the little whistle while idling in the garage and not moving

Yes, I think we have had this whistling thing before but I can't remember what the answer was. Maybe try pulling the oil cap and see what that does.

yeah it's so annoying lol and I did the DISA last week, needed to be replaced anyways, was not the issue

Oil cap good idea though. CCV issues can cause excessive vacuum and you'll know when you pull oil cap or dip stick. Car will stumble when you do that part is normal.
