Plz Help me identify this unattached hose next to the Oil Stick and Disa Valve

I have been trying to fix my bmw x5 2003 3.0
it has 283000 miles on it with symptoms: Rough Idle/Stalling/Systeam Too Lean Fuel Bank 1&2 and misfire on all cylinders.

While I have been chasing the source of the issue, Today I found out there is an un attached Hose !!! and I would like to ask you guys help me understand, is that supposed to be unattached ? why it is there? Plz plz help me.

p.s (unrelated):
- I changed my fuel filter yesterday and it was the ORIGINAL one form 2003, with 280K miles on it, and it was So Clogged and Dense Black Liquid was coming out of it.
- I also changed all spark plugs and Ignition colis and air filter and Oil 2 weeks ago.
